What Are Choice Based Letting Schemes?
Choice-based letting (CBL) schemes are a government initiative that allows people to have a say in the home they live in when renting from a local council or housing association.
Choice-based lettings schemes differ across England, and some areas do not have them. Choice-based lettings are available in Camberley, however, the demand for homes far outweighs the number of homes available. So, to get an affordable home in Camberley, you must be on the Surrey Heath Housing Register.
The choice-based letting scheme works on a points and bidding system. Once you have been added to the Housing Register, you will be given a number of points based on your priority level. Or you will be placed within one of four “Bands”.
- Band 1 – Critical housing need
- Band 2 – Substantial need
- Band 3 – High need
- Band 4 – Reduced housing need
Then, you can browse the available properties and “bid” for the ones you think are suitable for you.
Once the bidding stage closes, the property will be given to the most suitable applicant. This is usually the applicant that is at the top of the priority list due to their circumstances. For example, they may be living in cramped conditions unsuitable for a family.
How Do I Apply For Choice Based Lettings In Camberley?
In some areas, you can apply directly through your housing association. But in Camberley, you must apply through Surrey Heath Borough Council to join their housing register.
Once you have registered, it will take 2 to 3 week for your application to be assessed. You may be asked for additional information to support your application before a decision can be made on your eligibility to register.

Am I Eligible For Choice Based Lettings In Camberley?
To join the housing register in Surrey Heath, you must meet certain criteria. For example, you:
- Must be at least 18 years of age
- Must not be subject to immigration control
- Must have a specified connection to Surrey Heath through residence of 3 out of 5 years in accommodation of choice
- OR have been in settled employment of at least 16 hours per week based in the Surrey Heath Borough that has been continuous for 12 months
- OR have a close family member (father, mother, brother, sister or adult child) who already lives in the Borough and there’s an evidenced need to move to the Borough to provide care for them or receive care from them
- Should not already own property or have sufficient financial resources to purchase or privately rent a suitable property
- must not have deliberately worsened their circumstances intending to secure social housing
- must not have housing-related debts or be guilty of anti-social or illegal behaviour

If you have been deemed eligible to join the Housing Register, you can then start to browse properties. Once a suitable property becomes available, you can bid for it. It is advised that you only bid on properties that you are willing to live in.
Otherwise, if you are offered a home and you do not accept it, you risk losing points or being moved to a different band. You will then have to wait even longer for a house.
